At least 1 Fresno Installation station on 1-25-2024 has seemingly curtailed Fresno County Election Mail. That’s right, management types from what I am hearing, allegedly told the carriers of their zone/station to curtail, or outright not to deliver Fresno County Election Mail. Article 3 allows management to manage, or mismanage as it wishes.
As a carrier, you have the responsibility to document any, and all curtailed mail on PS Form 1571. PS Form 1571 is an official USPS form, and management types MUST sign the form. In cases of any mail , or Election mail as in this case, I would put something like “(Name of management type) delayed Fresno County Election Material”. Once the management type signs the PS Form 1571 make a copy for yourself, and leave the original at the case of the route you carry. Always make a copy, because we know the original may disappear, and then OIG could be visiting you instead of the management type.
If the management type refuses to sign PS Form 1571, notate that, still make yourself a copy, and when you are on lunch/break call NALC Branch 231, and ask for a steward to be assigned to the Article 19. If your zone does not have a steward. Anyway, make sure you CYA on any mail that is curtailed before you leave for the street, and upon your return. This way it is always documented, and management types can’t railroad you.

Here in Fresno, management types seem to like to complain that some stewards are being “difficult”. To this I say we are the least “difficult” bunch around, if you treat the City Letter Carrier humanely.
